Plurality 在法語圈是怎麼傳開的？

在法語圈，《Plurality》的法文翻譯停在 2023 年的一份部分草稿。另一方面，唐鳳從 2016 年起就在巴黎被介紹，與法國的團體 Make.org 合作，也在國民議會作證。唐鳳的做法常被拿來與法國的「全國大辯論」和公民大會相提並論。

法國是一個多次在全國規模上舉辦「公民大會」的國家：用抽籤選出公民，讓他們討論政策。在這樣的國家，來自臺灣、「用數位擴大民主」的想法是怎麼被接受的呢？本文追溯《Plurality》法文翻譯的狀況，以及唐鳳（Audrey Tang）與法語圈人們的往來。

一句話說明

在法語圈，《Plurality》的法文翻譯，停在 2023 年由 RadicalxChange 巴黎分會的人們開始的部分翻譯草稿[1]。法國國家圖書館（BnF）的目錄中，到 2026 年 10 月為止也沒有登錄法文版[2]。

另一方面，早在書出版之前的 2016 年，唐鳳就已經在巴黎被介紹[3][4]。唐鳳與法國的公民參與團體 Make.org 合作[5][6]，也在國民議會的調查委員會作證[7]。在與法語圈聽眾的對話中，唐鳳的做法常被拿來與法國的「全國大辯論」和公民大會相提並論[8][9]。

舉例來說

停在半途的法文翻譯（2023 年 12 月）。 原書的說明頁面在「French」這一項，列出 RadicalxChange Paris 網站的複製（fork）中一個名為「Plurality, le livre - G Weil」的資料夾。作業紀錄（commit）只有 2023 年 12 月 15～16 日這兩天。譯出的只有當時章節架構中序章前半的一部分，其餘 2 個檔案仍是英文[1]。這個序章相當於現在版本的 2-0 章〈資訊技術與民主：日益擴大的鴻溝〉[1]。→ 2-0 章

話題幾乎都是全國大辯論的 vTaiwan（2019 年 1 月）。 全國大辯論（Grand débat national）是法國政府在 2019 年於全國舉辦、收集公民意見的討論。在與法國哲學家 Cynthia Fleury 的對話中，唐鳳說，兩天前的 vTaiwan（臺灣公民與政府討論法案的場域）聚會，談的幾乎都是全國大辯論。唐鳳也說，全國大辯論的網站是 Cap Collectif 做的；對線上部分的執行有信心，但社會機制的部分就不清楚了[9]。

推動者：RadicalxChange France 與 Make.org

RadicalxChange France 自稱是 RadicalxChange 基金會獨立的法國分會，表示重點放在歐洲與法語圈的活動[10]。2024 年 5 月，作為唐鳳與衛谷倫（E. Glen Weyl）歐洲巡迴的一部分，預告了在巴黎科技展 VivaTech 的主題演講，以及在巴黎政治學院（Sciences Po）的活動[11]。

Make.org 是法國的團體，揭示的目標是擴大公民參與，從多數人能同意的方案出發改變社會[12]。電視臺 France 24 在 2018 年報導，唐鳳將加入 Make.org 的工作[5]。據臺灣的國際廣播 Rti（中央廣播電臺）法語版報導，在 2025 年 2 月於巴黎舉行的「AI 行動峰會」（AI Action Summit）上，唐鳳代表 Make.org 等團體出席[6]。

Make.org 在 2024 年與巴黎政治學院、索邦大學、法國國家科學研究中心（CNRS）合作，啟動了為民主而做的生成式 AI 研究計畫「Communs Démocratiques」（民主的公共財）。根據發布的消息，這個計畫獲得國家投資計畫「France 2030」的支持，由公共投資銀行 Bpifrance 出資 600 萬歐元[12]。唐鳳在 2026 年的對談中說，自己是這項工作的科學顧問，並加上了「I believe」（我記得是）[8]。→ 仁工智慧

被介紹的方式

2016 年 1 月，廣播電臺 France Culture 把唐鳳介紹為自稱「公民黑客」（hackeuse civique）的人[4]。同年 3 月在巴黎 SuperPublic 的演講上，主辦者介紹說，唐鳳這幾天幾乎成了法國的明星[3]。

2023 年 4 月，國民議會關於「外國干預」的調查委員會舉行了唐鳳的聽證。報告書在應該提高透明度、倚重公民社會的脈絡下引用了唐鳳的話。報告人也寫道，臺灣的經驗看來確實值得好好思考[7]。

正面介紹這本書的，是 2024 年雜誌 L'ADN 的文章。文章介紹說，這是一本任何人都能提議修改的共同寫作之書。文章也轉述唐鳳把 Plurality 定義為 « Une philosophie qui encourage la collaboration là où il y a de la diversité »（在有多樣性的地方促進協作的哲學），並舉 Polis 用於 Uber 的討論，以及社群備註（Community Notes）為例[13]。

在 France Culture 2023 年的頁面上，唐鳳說，在臺灣，數位化與民主用的是同一個漢字[14]。在同一個節目的英文紀錄中，唐鳳說，「數位」也有 plural（複數）的意思，所以自己也是「plural minister」[15]。→ 「數位」與 ⿻

與法國的公民大會並列

2019 年 4 月，馬克宏總統在全國大辯論的總結記者會上宣布，將舉辦由抽籤選出的 150 名公民組成的大會。總統承諾，大會提出的內容將「sans filtre」（不加修改）地交付議會表決、公民投票或法規之一[16]。這個「氣候公民大會」的官方網站說明，大會源自全國大辯論的結論、公民團體的提案，以及經濟社會環境理事會（CESE）[17]。

唐鳳在 2019 年 5 月的採訪中，把全國大辯論評為讓人們能夠設定議題的社會巧思。唐鳳也說，每 2 年或 4 年一次的投票，用資訊科學的話來說只傳上去 2 位元的資訊，不足以讓政府知道該做什麼[18]。在 2020 年與唐鳳的活動上，主持人介紹法國團體 Missions Publiques 的 Yves Mathieu，說 Mathieu 最近共同籌辦了一場由抽籤選出的市民參與的法國氣候大會。Yves Mathieu 說，氣候公民大會是一次很棒的經驗；把抽籤選出的人們聚在同一個房間裡，就會產生有智慧的解決方案與信任[19]。

Polis 本身也在法國被使用過。智庫 Terra Nova 在 2023 年，用 Pol.is 收集了關於警察與居民關係的意見。結果出現了明顯對立的 2 個群體。即使如此，也有兩個群體都贊成的提案：加強警察的訓練，以及恢復貼近社區的警察[20]。

另一方面，抽籤的公民大會與線上的意見收集，並不會直接接得上。根據研究者們的論文，氣候公民大會的公開網站收到約 3,400 則投稿，但大部分沒有被使用。舉出的主要原因是，公民們已經被其他資訊塞滿了[21]。唐鳳在 2026 年的對談中說，自己談的不是平臺，而是協定（程序的規則），不只能用在全國性的對話，也能在平常的社群媒體對話中運作[8]。

爭議與批評

在《Plurality》中的位置

在法語圈實際運作過的機制，有 Terra Nova 使用的 Polis[20]。與 Make.org 的協作，屬於打造為公民服務之 AI 的仁工智慧脈絡[12][8]。
