Plurality 在葡萄牙语圈是怎么传开的？

到 2026 年 10 月为止，《Plurality》没有葡萄牙文译本。在巴西，律师 Ronaldo Lemos 在报纸专栏中介绍了这本书与平方投票，2024 年唐凤与卫谷伦也访问了巴西。作为参与式预算诞生的国家，巴西与台湾的缘分也常被提起。

居民聚在一起，自己决定市预算的用途。这种称为「参与式预算」的做法，1989 年始于巴西的城市阿雷格里港（Porto Alegre）。台湾也在使用同样的机制，唐凤（Audrey Tang）说过，台湾参考的范本之一就是阿雷格里港。本文追溯在说葡萄牙语的巴西与葡萄牙，《Plurality》与周边的想法是怎么被接受的。

一句话说明

唐凤与卫谷伦（E. Glen Weyl）的书《Plurality》（繁体中文版《多元宇宙》），到 2026 年 10 月为止没有葡萄牙文译本。巴西报纸 Folha de S.Paulo 在 2025 年 1 月也写道，这本书还没有译成葡萄牙文[1][2]。

在巴西，隶属研究所 ITS Rio 的律师 Ronaldo Lemos，在 Folha 的专栏中介绍了平方投票与《Plurality》[3][4][5]。2024 年 6 月，唐凤与卫谷伦访问了巴西[4]。在葡萄牙，则没有找到谈论这本书或两位作者的报导。

举例来说

唐凤与卫谷伦的来访（2024 年 6 月）。 Lemos 在 2024 年 6 月 23 日的专栏中写道，唐凤现在正在巴西。唐凤预定 23 日访问里约热内卢、24 日访问首都巴西利亚，卫谷伦也同行。Lemos 介绍说，两人正要出版新书「Plurality（Pluralidade）」，这本书可以在网络上免费下载[4]。

市议会的平方投票（2021 年）。 平方投票是每人持有多张票、集中投给同一个方案越多就越贵的投票方式。根据 Lemos，ITS 在 2021 年与 RadicalxChange 合作，开始在巴西研究这种投票[3]。格拉玛多（Gramado）、若昂佩索阿（João Pessoa）等城市都有使用这种方式的尝试。格拉玛多的市议会试着用这种方式决定要把哪些事项排入表决的顺序[5]。Lemos 也写道，自己参与了打造葡萄牙文第一个平方投票网站 Concordamos.com.br[6]。

深入了解

传播者 Lemos

最显眼的传播者是 Lemos。在 2024 年的专栏中，Lemos 把《Plurality》与巴西自己打造的参与机制连结起来。Lemos 举出：巴西诞生的参与式预算，现在从杜拜到纽约都在使用；1988 年制定宪法时，透过邮寄收到超过 7 万 2 千件意见；网络基本法「Marco Civil da Internet」是以线上开放的形式制定的。Lemos 的读法是：这本书让人想起巴西曾经对多元怀有雄心[4]。

卫谷伦与巴西

卫谷伦与巴西的连结，早于《Plurality》，可以追溯到卫谷伦与法学者艾瑞克·波斯纳（Eric Posner）合写《激进市场》（Radical Markets）的时期。巴西版《Mercados radicais》在 2019 年由 Portfolio-Penguin 出版，译者是 Denise Bottmann，共 336 页[7]。

根据出版时报纸 Estadão 的文章，卫谷伦在 2007 年夏天于里约待了几个月。文章写道，看到富裕地区与贫民窟的差距等，帮助卫谷伦把书中的想法成形[8]。Lemos 2024 年的专栏写道，卫谷伦曾住在里约的维迪加尔（Vidigal）区[4]。→ 《激进市场》

唐凤与巴西

唐凤在 2020 年接受 Folha 记者 Paula Soprana 的采访，谈了对抗假讯息的对策「humor over rumor」（以幽默对抗谣言）[9]。记者问到巴西关于「假新闻」的讨论时，唐凤回答，在中文里 news 与 journalism 是同一个词，所以自己不用「fake news」这个词，而是说 disinformation（假讯息）（英文纪录，CC0）[10]。

在 2025 年 Folha 的采访中，唐凤把社交媒体的互通性（把不同公司的服务连接起来）比喻为巴西的即时支付 Pix：就像电子邮件，也像即使没有特定银行的帐户也能使用的 Pix[2]。Pix 在书的 4-3 章〈商业与信任〉中也出现过，是开发中国家政府建立的公共即时支付的例子[11]。

参与式预算与 Brasil Participativo

阿雷格里港的参与式预算始于 1989 年。根据市政府的公告，2025 年的集会有 18,055 人参加，是开办以来第二多的参与人数[12]。唐凤在 2025 年的 Podcast 中说，台湾参与式预算的机制，是向巴西的阿雷格里港，以及马德里与巴塞隆纳学来的[13]。

2025 年 Folha 的文章，在记者自己的叙述中这样写：唐凤把 1990 年代劳工党（PT）市政府构想的参与式预算列为灵感之一；但在巴西，这个机制年复一年失去了动能；鲁拉总统引进的联邦政府参与平台「Brasil Participativo」，则把重点放在其他主题上[2]。

Brasil Participativo 在 2023 年向公民征集要纳入国家多年期计划（PPA）的提案[14]。不过，在本站搜集的资料范围内，没有找到把 Brasil Participativo 与《Plurality》或 Polis 直接连结的第一手资料。

库里提巴市与卫谷伦（2025 年）

2025 年 6 月，巴西城市库里提巴（Curitiba）的市长接待了卫谷伦与 RadicalxChange 的 Paula Berman。根据市政府的公告，目的是讨论在库里提巴使用以「algoritmos de consenso」（共识算法）为基础的工具，市长表示会研究使用方式。市政府的公告把这个工具写成由卫谷伦开发、在台湾试行过的东西[15]。RadicalxChange 方面则报告，同月为库里提巴的公务员举办了研习，让他们体验 Pol.is 与平方投票[16]。

葡萄牙

在葡萄牙找到的接点，可以追溯到 2016 年。2016 年 3 月 4 日，唐凤在科英布拉大学社会研究中心（CES）举行研讨会。主办的是为参与式预算打造资讯技术基础的研究计划 EMPATIA，统筹者是 Giovanni Allegretti。唐凤在会上也说明了台北市开始参与式预算的经过[17]。2017 年经济新闻网站 ECO 的文章报导，葡萄牙有 118 个参与式预算在进行，是欧洲数量较多的国家之一[18]。

争议与批评

常见的误解

在《Plurality》中的位置

在书的正文（英文版）中，巴西出现在四个地方。在 4-3 与 7-0，巴西是公共即时支付（Pix）的例子[11][24]；在 2-0，巴西在 2022 年联合国电子政府发展指数中排名第 49，落在几个威权国家之后[22]；在 3-3，书中写道 "Kenya, Brazil and especially India have pioneered digital infrastructure for development."（肯亚、巴西，尤其是印度，是以数位基础建设促进发展的先驱）[23]。其中 4-3 与 7-0 的段落也见于繁体中文版。把巴西的参与式预算与这本书连结起来的，是 Lemos 的专栏与唐凤自己的发言[4][13]。→ 数位公共建设

在巴西实际运作过的机制，是格拉玛多与若昂佩索阿的平方投票，以及库里提巴研习中使用的 Polis[5][16]。RadicalxChange 作为推动者参与其中。
