Plurality in the Chinese-speaking world beyond Taiwan
People who read Chinese live not only in Taiwan but also in mainland China, Hong Kong, Singapore, Malaysia and elsewhere. There are also two ways of writing it: Taiwan and Hong Kong use traditional characters (the older forms with more strokes), while mainland China and Singapore use simplified characters. Because one of its authors, Audrey Tang (唐鳳), is from Taiwan, the book Plurality has close ties to the Chinese language. So how have Chinese readers outside Taiwan received it?
In short
The only Chinese edition of Plurality that has been found is the Traditional Mandarin edition, 《多元宇宙》, published in Taiwan. In this site's search in October 2026, neither a simplified-character edition nor an edition from a mainland Chinese publisher was found [1].
In mainland China, the ideas have more often been discussed not through the book itself but through Glen Weyl's earlier book Radical Markets (titled 《激进市场》 in its Chinese edition) and the mechanism of "quadratic voting" in it (called "平方投票" or "二次方投票" in Chinese). Those doing the discussing have been web3 communities (web3 being a new form of the internet built on blockchains) and some scholars. For Hong Kong, Singapore and Malaysia, the sources collected so far are still few.
How the book spread in Taiwan is covered in the article Plurality in Taiwan.
For example
A reading group in Beijing (September 17, 2026). At a reading group held in Beijing by the Charhar Institute (察哈尔学会), Cui Zhiyuan (崔之元) of Tsinghua University explained 《激进市场》. According to the institute's report, Cui said that Tang had experimented with quadratic voting together with the book's author, and that the result was actually adopted. Cui then offered the view that after that earlier book Weyl moved away from markets towards strong government intervention. Cui also argued from a position that values intermediate organizations (中间组织) such as companies, charities and families [2].
Co-learning in a web3 community (September 2024). The Chinese-language web3 groups LXDAO and Uncommons held a "co-learning" session, reading together, from September 11 to October 1, 2024. The materials for the theme "民主" (democracy) included "数位:协作技术与民主的未来" (the book on plurality.net) [3]. Participants wrote their notes in simplified characters. One participant wrote that the book seems to paint Taiwan somewhat too beautifully [4]. Another praised its analysis of the present situation as accurate, but felt that the parts describing ideal mechanisms put ideals too far ahead [5].
In more detail
Editions and scripts
The text of Plurality is published on GitHub (a site for building documents together). The book's content folder there contains only two languages, English and traditional Chinese. In this site's search, neither a GitHub search nor the 160 copies (forks) of the book's repository turned up any translation or conversion into simplified characters (a provisional count by this site, October 2026) [1].
Weyl's earlier book, written with the legal scholar Eric Posner, does have a mainland edition: 《激进市场:战胜不平等与经济停滞的经济模式》 (translated by 胡雨青, China Machine Press (机械工业出版社), 2019) [6].
The Traditional Mandarin edition of Plurality writes the People's Republic of China as "中国", in simplified characters, and says so in chapter 2-0 [7]. In August 2025 Tang brought the writing in chapter 2-1 "玉山視野" into line with this "中国", and the next day also changed "一國兩制" (one country, two systems) to the simplified "一国两制" [8]. → Editions and translations of the book
How it is discussed in mainland China: web3 and scholars
In Chinese-language articles in mainland China, the ideas around Plurality have mainly been discussed in the context of crypto-assets and web3.
- An article on 链闻 (ChainNews, 2019) introduced Quadratic Funding, a way of distributing money to open-source projects, as an extension of the idea of quadratic voting in 《激进市场》 [9]. → Quadratic Funding
- An article by DoraFactory (2021) explained quadratic voting and the Harberger tax (a scheme in which owners set their own price, pay tax on it, and must sell at that price to anyone who wants to buy) [10]. → Harberger tax
- A 2026 report by LXDAO compares ways of funding public projects on blockchains. In it, as challenges for the Chinese-speaking group GCC (Global Chinese Community), it lists that decisions by a nine-person voting committee give it a flavor of "精英治理" (elite governance), and that about 46% of the projects it supports are in Chinese regions [11].
There are a few examples on the side of scholars and intellectuals too. The Institute of Network Society (网络社会研究所) at the China Academy of Art compiled and translated a lecture by Weyl into Chinese. In it, Weyl says that in Taiwan quadratic voting was used to build consensus on some social issues [12]. The economist Chen Yongwei (陈永伟) named 《激进市场》 among recommended books in the business paper 经济观察报 (Economic Observer) [13]. In 2022, a lecture series called "珞珈经济论坛" (Luojia Economics Forum), announced by an economics 公众号 (an official WeChat account) at Wuhan University, covered the theory of radical markets and web3 [14].
The amount is not large, however. An exact-match search of the Chinese article database CQVIP (維普) found 3 results for "平方投票" and 5 for "二次方投票" (the top results being patents) (a provisional count by this site, October 2026) [15].
Divided translations
In simplified-character sources, Plurality is written either as Taiwan's rendering "多元宇宙" converted into simplified characters, or left in English [1][16]. For Radical Markets, the published translation's "激进市场" is usual. But the Institute of Network Society uses the Taiwanese-style "基进市场" [1][12]. For quadratic voting, the more academic "平方投票" and the more web3-flavored "二次方投票" exist side by side [2][10]. Weyl's Chinese name used in Taiwan, "衛谷倫", was not found in the simplified-character sources this site collected; there he was written "格伦·韦尔" [1].
Hong Kong
In 2019, Hong Kong saw a large protest movement against amendments to its extradition law [17]. The sources collected on Hong Kong are mainly transcripts of Tang's conversations and writing on the posting site Matters.
- In an interview in July 2019, Tang said that many of the methods of Taiwan's Sunflower Movement (a 2014 student movement) were carried over into Hong Kong's Umbrella Movement. At the same time, about a Hong Kong newspaper that had written that Tang orchestrated the whole of the Hong Kong protests, she said this was "utterly false" [17].
- In December 2019, 黃英琦, a former district councillor, and others visited Tang to hear about vTaiwan (Taiwan's system of citizen participation). 黃英琦 said that Hong Kong too had young people working on Code for Hong Kong and Vote for HK [18]. → vTaiwan
- ckxpress, a writer on Matters, wrote a piece about talking with Tang about "流動民主" (liquid democracy), based on a meeting with Tang in 2019 [19]. In 2021, the same writer wrote a proposal to rebuild the student union of the Chinese University of Hong Kong on a blockchain, touching on a mechanism for members to vouch for one another and on quadratic voting [20].
- The GitHub of g0vhk.io, a Hong Kong civic tech group (civic tech being citizens using technology to work on social problems), was last updated in June 2023 [21].
This site could not retrieve articles from Hong Kong news organizations. Nor has any source yet been found that shows how the book was received in Hong Kong [1].
Singapore and Malaysia
Here the sources are even fewer. In a conversation in March 2020, Tang said that for the mask distribution system, Taiwan had learned a great deal early on from the design and experience of Singapore's Government Technology Agency (GovTech). She also said that no code was used [22]. In the same conversation, Tang said, laughing, that a government collecting all the data would be a privacy nightmare by Taiwanese standards, but might be fine by Singaporean standards [22].
In April 2022, Tang held an online conversation with an audience from Malaysia. The host said that this was probably the first such session in Malaysia [23]. Local Chinese-language reporting could not be retrieved, and no source was found linking Singapore's government initiatives with the book [1].
What is debated
- Painting Taiwan too beautifully, and putting ideals first. These are the notes of the participants in the LXDAO co-learning mentioned above [4][5].
- Strong opposition to the Harberger tax. SinChaos, a writer on Matters who writes in simplified characters, argued that the Harberger tax in 《激进市场》 is "邪恶", "愚蠢" and "无用" (evil, stupid and useless). The position is that a scheme in which the government makes owners sell their property is a violation of private property [24]. → Criticisms of Plurality
- Cui Zhiyuan's reading. According to the Charhar Institute's report, Cui said that after his earlier book Weyl moved towards strong government intervention and later became an antitrust official in the Biden administration [2]. This career claim could not be confirmed in other sources on this site. Read it as Cui's statement.
Common misunderstandings
- That a Chinese edition means it can be read in simplified characters in mainland China. The only Chinese edition found in this site's search is Taiwan's Traditional Mandarin edition [1].
Criticism of Tang in mainland China
This site also looked at how Tang is described in Chinese-language articles in mainland China. First, here is how the search was done and how it is skewed.
How the search was done, and its bias
Using "搜狗微信搜索" (Sogou WeChat Search), which searches articles on China's WeChat, this site collected the first page of results (up to 10 items) for each search term [25][1]. After removing duplicates, there were about 60 articles referring to Tang (a provisional count by this site, October 2026). Of the 52 whose stance this site could classify from the headline and excerpt, 42 were critical and 10 neutral or favorable.
But this count is skewed towards criticism, because the search terms included "网军" (online troll army), "认知战" (cognitive warfare), "变性" and the like. Counting only the less biased terms ("唐凤 多元宇宙", "唐凤 数字民主", "唐凤 香港" and so on), 21 of 30 were still critical (a provisional count by this site, October 2026).
This is not an exhaustive count, but a tendency among the top search results. Weibo (微博), Bilibili (B站) and Zhihu (知乎) were not examined [1]. Searches for "唐凤 台独" and "唐凤 跨性别" returned 0 results, for reasons unknown (a provisional count by this site, October 2026) [1]. All the claims about Tang described below are claims made by the outlets concerned, not facts that have been verified.
Political criticism
The most common kind links Tang to "台独" (Taiwan independence) or to a "网军".
- In December 2017, Tang spoke remotely at the United Nations' Internet Governance Forum (IGF). 环球网 (Huanqiu.com) reported this under the headline "成功蹭会" (successfully freeloaded on the meeting), and 观察者网 (Guancha) under "蹭到了联合国会议" (freeloaded onto a UN meeting). Both reported that a Chinese representative protested at the venue [26][27].
- In April 2020, in an article on the Democratic Progressive Party's "网军", 环球网 cited reporting by "港媒" (Hong Kong media) and wrote that Tang had been the "幕后军师" (behind-the-scenes strategist) of a "网军" in the 2019 Hong Kong protests [28]. On this, in an interview in July 2019, Tang had referred to a Hong Kong newspaper that wrote she orchestrated the whole of the Hong Kong protests, and said it was "utterly false" [17].
- In December 2021, the video of Tang's presentation at the US Summit for Democracy was cut off partway. An editorial in 环球时报 (Global Times) took this up, reporting, on the basis of Reuters' coverage, that the cause was a map showing mainland China and Taiwan in different colors. It went on to argue that "台独" is a dead end [29].
- In August 2022, the Ministry of Digital Affairs, with Tang as minister, was created. The 公众号 台海时刻 called it a "数字东厂" (a digital secret police; the 东厂 was a secret service of the Ming dynasty), and cited outside doubts about whether hiring half its staff on contracts was a way of "漂白" (whitewashing) a "网军" [30]. A commentary on 中国新闻网 (China News) described Tang as the "头目" (ringleader) of the "1450" 网军 (a Taiwanese slang term for the DPP's online operations) [31].
- In September 2023, the security company 数默科技, in a series of intelligence analyses, named Tang as the "中心人物" (central figure) of Taiwan's "网军" system [32].
- In April 2024, 直新闻 of Shenzhen TV reported Tang's departure under the headline "“台独网军”头目下台" (ringleader of the "Taiwan-independence troll army" steps down) [33].
Tang herself was asked about her view of the "网军" in an August 2022 interview with the Chinese service of DW (Germany's public broadcaster). She said that the Ministry of National Defense's 資通電軍 (its cyber force) is necessary and that its budget sits with the Ministry of National Defense; asked again whether it had nothing to do with the Ministry of Digital Affairs, she answered "没有这样子的编制" (there is no such establishment). To the next two questions (how she saw mainland official media and others linking her to a 网军, and what she thought of comments calling the digital ministry a "东厂"), Tang said that because she has given up her portrait rights and the intellectual property rights in her works, people remake her like a "小说人物" (a character in a novel), and that she looks on this with an attitude of "欣赏" (appreciation and enjoyment) [34].
Criticism of her administration and record
Articles questioning the digital ministry's budget, her official travel and the results of anti-fraud measures appeared mostly from 2023 to around April 2024. Most of them cite criticism from Taiwanese opposition legislators or from Taiwanese media seen as leaning towards the governing party.
- In February 2024, 海峡导报 (Straits Herald, republished on Tencent News) reported that Taiwanese media leaning towards the governing party were sharply criticizing Tang, and presented the view that behind this lay factional struggles within the DPP. It also carried Tang's answer that she would not read the matter in terms of factions or parties [35][36].
- In September 2024, a piece on the 公众号 海峡新干线, "用后即弃的唐凤" (Tang, used and thrown away), set out a Taiwanese legislator's question about the rise in fraud cases, the fact that legislators of the governing party had sharply cut the digital ministry's budget for official travel the previous year, and the criticism by the Kuomintang legislator Hsu Chiao-hsin (徐巧芯), who pointed to Tang's planned travel abroad of "329天" (329 days) a year. It was published in September, but its content dates from around March 2024, before her departure [37].
Statements about gender
There are also attacks and statements relating to Tang's gender. Their content is not repeated here. Some articles refer to Tang with the masculine pronoun 他 [31][38]. The entry on Tang in Baidu Baike (a major Chinese online encyclopedia) includes statements about her private life that have not been verified [39]. There are also examples on gossip 公众号, though the text could be retrieved for only some of them [25].
Criticism of the book and its ideas
No criticism of the book Plurality, or of its ideas about technology and democracy, was found in mainland Chinese sources.
Statements by the government
The only statement by the Chinese government this site found was a single exchange at a Ministry of Foreign Affairs press conference. On August 4, 2022, a Reuters reporter asked about the scale of cyberattacks on Taiwanese government agencies that Tang had described, and whether the Chinese government had carried them out. The spokesperson Hua Chunying's only answer was "我不了解你说的情况" (I am not aware of the situation you describe). In the next question, after another reporter's question in between, the spokesperson was asked about claims that China was behind the attacks, and answered "这不是外交问题" (this is not a diplomatic question) [40].
Changes over time
Criticism clusters in the following periods:
- December 2017 (the UN IGF)
- 2020 (COVID-19 and "1450")
- December 2021 (the Summit for Democracy)
- August 2022 (the launch of the Ministry of Digital Affairs)
- February to April 2024 (around her departure)
Since Tang stepped down as minister in May 2024, criticism hardly appears among the top search results. The one item from September 2024 also has content from before her departure [25][37]. In 2026, articles appeared that introduce Tang neutrally in the context of AI or 《激进市场》: an article that appears to translate an interview by Japan's NHK, and the report on the Charhar Institute reading group mentioned above [41][2].
Neutral or favorable articles existed earlier as well: a profile at the time she took office in 2016, and a 2020 article on a social-enterprise 公众号 that introduced Tang as the "全球首个跨性别部长" (the world's first transgender minister) [42][43].
Where it fits in Plurality
In chapter 2-1 "玉山視野" (A View from Yushan), the book gives "反對專制" (opposition to autocracy) as one of the things Taiwan's two main parties share. There it describes concern about China's growing autocracy and about the failure of "一国两制" (one country, two systems) in Hong Kong [44]. Of the Chinese-speaking world outside Taiwan, Hong Kong in particular appears in the book in this context.
Discussion in mainland China has more often touched the edges of the book through Radical Markets, Quadratic Voting, Quadratic Funding and the Harberger tax than through the book itself. The people are covered in the articles on Audrey Tang and Glen Weyl.
