Who is Mustafa Suleyman?
A powerful technology like AI is hard to stop and hard to leave unchecked. So how should we live with it? This person has tried to answer that question with the word "containment". This article introduces Suleyman as one of those who discuss the future of AI from a position different from that of the people on the side of the book Plurality.
In short
Mustafa Suleyman is a British AI entrepreneur. He co-founded the AI company DeepMind in 2010 (acquired by Google in 2014), and later co-founded Inflection AI. Since March 2024 Suleyman has been CEO of "Microsoft AI", a new AI division at Microsoft [1].
Suleyman is the author of the 2023 book The Coming Wave (co-written with Michael Bhaskar); its Japanese edition came out in 2024 under the title THE COMING WAVE:AIを封じ込めよ (Contain AI) [2][3].
Connection to Plurality
No direct contact has been found. The book Plurality (English and Japanese editions) does not mention Suleyman or The Coming Wave. No conversations with, or mentions of each other by, Audrey Tang or Glen Weyl have been confirmed so far.
Weyl is the founder of the "Plural Technology Collaboratory" at Microsoft Research [4]. This is, however, a different division from Suleyman's Microsoft AI, and no joint work between the two has been confirmed.
An indirect point of contact. On the 2025 podcast "Possible", with Audrey Tang and Divya Siddarth as guests, the host Reid Hoffman (who co-founded Inflection AI with Suleyman) said that, as a member of Microsoft's board who sees closely how the company works, Hoffman has great confidence in the work of Satya Nadella, Kevin Scott and Suleyman [5]. This is Hoffman's remark, not a comment by Tang or Siddarth.
This site treats Suleyman, in the discussions of the AI futures debate and superintelligence, as an example of a position different from the Plurality side. Since there is not yet any source comparing the two, this article does not set out a contrast.
Main ideas
From here on, this section draws on Suleyman's own writings and on the book's official website.
Containment and "the narrow path". The official glossary of The Coming Wave defines "containment" as the ability to watch over, restrain and control technologies, and in some cases to shut them down. It explains "the narrow path" as the possibility, in containing the coming wave of technology, of striking a balance between openness and closure and avoiding both catastrophe and dystopia (a dark, controlled society) [2].
Humanist superintelligence (2025). In November 2025, Suleyman announced that Microsoft AI would aim for "Humanist Superintelligence", and formed the "MAI Superintelligence Team", led by Suleyman. The goal is very advanced AI that always serves people and humanity. It is not, Suleyman explains, an unbounded entity with high autonomy, but a controllable AI focused on specific problems and domains. Suleyman also writes that what matters is the order: accelerating technological innovation on the non-negotiable premise of being human-centered [6].
Build AI for people, not to be a person (2025). In an August 2025 piece, Suleyman warned that AI that seems to be conscious (Seemingly Conscious AI) will soon appear and affect society. The claim that also forms the title is that AI should be built for people, not to be a digital "person". AI companions, the piece says, urgently need a discussion of guardrails to protect people [7].
Starting from civic work. According to Wikipedia, as a teenager in 2001 Suleyman helped set up the "Muslim Youth Helpline", a telephone counseling service for young Muslims. He later started Reos Partners, a consultancy applying conflict-resolution methods to social problems [1]. Looking back on this period on the podcast "Possible" in 2023, Suleyman said that the experience of dealing one-to-one with many young people left a lasting interest in how to scale up impact [8].
